They look like they’re covered in Dippin’ Dots; that ice cream stuff that comes in little tiny beebles like that.

THANK YOU for providing the source. At least I know (1) it is not knitted (can you imagine intarsia bobbles?!); and (b) he did it as (kind of) a joke. BUT, it speaks volumes that I really had to check!
