It would look nice over a sun dress, skirt of slacks. It's just funny flipping through that issue and seeing about four pages of "costume-y" layouts side by side. Some of the items are individually perfectly acceptable to nice. It's just the photo layouts that are funny. (That said, funny layouts can be fun. :) ) Yep, the shrug is cute.
